What is the Congressional App Challenge (CAC)?

The Congressional App Challenge (CAC) is an annual coding competition hosted by the U.S. House of Representatives. Launched in 2015, it gets middle and high school students into computer science by having them build an original app. Students compete by congressional district, and a panel of judges picks winners in each one. It’s not just about winning, though: it’s a chance to build skills and maybe lay the groundwork for a tech career.

Who can compete?

The CAC is open to students in grades 6-12 who live or attend school in a participating congressional district. You can enter on your own or in a team of up to four, and there’s no coding-experience requirement, so it’s open to beginners and experienced coders alike.

Prizes and recognition

Each district’s winning team or individual gets:

  1. Recognition from their Member of Congress, usually at a ceremony.
  2. A showcase in the U.S. Capitol: winning apps are displayed in the Capitol and featured on the CAC website.
  3. An invite to #HouseOfCode, a demo event in Washington, D.C.
  4. Cash prizes or scholarships in some districts.

Beyond the prizes, you build a portfolio, get recognized in the tech community, and connect with peers and professionals.

Tips for winning

A winning entry takes more than clean code: it needs a strong concept and a good presentation. A few strategies:

1. Solve a real-world problem

Plenty of entries are fun or game-like, but apps that solve an actual problem tend to impress judges more. Look at issues in your community, school, or a global challenge you care about. To find one: stay on top of current events, and survey or interview potential users about their pain points so you build for a real need.

2. Design for the user

A technically solid app still needs to be easy and pleasant to use. Sketch your design before you code (tools like Figma or Sketch help you wireframe and map the user journey), and test early and often with friends or classmates, adjusting based on their feedback.

3. Show your app’s potential

Judges like apps that could grow. Even if yours is early-stage, show where it could go: include a short roadmap of future features in your submission, and explain how it could scale to more users, platforms, or functions.

4. Use emerging tech where it fits

Working in AI, machine learning, or other advanced tech (where it genuinely helps your app) can set you apart. Keep up with the latest developments and don’t be afraid to experiment with something new. 5. Tell a compelling story

Your submission includes a video and a description, so use them to connect with the judges. Explain what inspired the app and what problem it solves, and make the video more than a demo: a quick intro, the problem, your app, and its potential impact.

6. Collaborate and get feedback

Don’t work in isolation. If you’re on a team, build one with a mix of skills. And throughout development, ask mentors, teachers, and peers for feedback, and be open to it.

7. Mind security and privacy

Handling user data responsibly is valued, even if your app doesn’t deal with sensitive information. Use secure coding practices like encryption and secure authentication where relevant, and be clear about how your app handles data.
